I admit I've been going long on these, so I'll keep this one brief.
Why this character: Bringing Sterns onto the show is another way to prove continuity within the films by using a plot already established within the films. We know who Sterns is, but now we learn what he's been up to.
The plot: Being super-smart, he understands that while Hulk is "Banner Specific" he's been using the blood samples he synthesized (Remember? From Incredible Hulk?) to create Hulk-type creatures. Also - being more 'curious than cautious' - many of his experiments have died. However, he's made successes with two subjects/victims: former geologist Samuel LaRoquette and former demolitions expert Craig Saunders - now known as Rock and Redeemer.
What's the plan? To free Abomination, which Coulson's team succeeds in stopping. Do we need to see Abomination? Not really, but we get to see where he's been kept...The Vault... and maybe get a glimpse of other things kept behind closed doors.
But Leader is also a brilliant strategist. His plan isn't actually to free Blonsky, it's to steal samples of his blood...which he gets.
Notes:
* Try to get Tim Blake Nelson back. If you can't, use significant make-up so that he could look like Nelson as Sterns.
* Whether you go with long-skinny head Sterns or bumpy-lumpy head Sterns doesn't matter. But he must be green. Moustache optional, but with the given craze...why not.
