First Impressions - Gotham: 'Rogues' Gallery'

This is by no means a deeply intense dissection of the episode.
It's just my quick comments and notes after seeing the episode only once (a la AoS).
Spoilers after the jump.

Episode 11: 'Rogues' Gallery'
The Good:
Cat's a good friend...and can cook?
Ivy can be a bit of a bitch...
I gotta give points for loyalty.

The Bad:
* We needed to know what building(s) we're looking at? If this was CinemaSins, I'd say "as opposed to Arkham, Wisconsin".
* If the build-up of the first half of the season was to introduce Arkham, the payoff was meh. All of Arkham looks to consist of twenty identical cells in one hallway with discarded pieces of the Sucker Punch set in a different light. There are stairs, an area with two locked gates and...power switches? Speaking of which -

The WTF?:
Why didn't she throw some of those switches when she had the chance? If for no other reason than to create more confusion?

(sigh) Badly written character. Stupid plot.
I blame Montoya. She pushed herself between Barbara and Jim, and took advantage of that wreck only to dump her like a guy. WTF? I know Montoya needs to hit rock bottom before becoming The Question, but there's got to be more to her life than Barbara.
